CARES Distribution

The Higher Education Emergency Relief Fund authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), was signed into law on March 27, 2020 and funds were distributed to institutions of higher education to address the disruptions caused by COVID-19.

East Los Angeles College signed the Department of Education Certification and Agreement for receipt of CARES Act funding and was allocated $10,797,043 of which $5,398,522 was designated for distribution to students in direct aid. Direct aid is intended for students whose lives were adversely impacted by the coronavirus and must be used for expenses such as food, housing, course materials, technology, healthcare, and childcare.

The college prioritized students with identified financial need for CARES Act funding and established criteria for receipt of the award. Students were notified of their award via email and funds were distributed to them through their Bank Mobile accounts.

CARES Act: Institutional Portion Expenditure

Criteria and award amount:

  • Enrolled in the spring 2020 semester
  • Eligible for the California College Promise Grant (CCPG)
  • Not enrolled exclusively in online courses

Criteria through CARES ACT Application process:

  • Meet the California College Promise Grant eligibility requirement.
  • Have completed the FAFSA Application, Dream Act or the California College Promise Grant Application.
  • Not have an overpayment from any federal grant (ie. Pell Grant) or be in default on any federal student loan.
  • ELAC is listed as home school with minimum enrollment of 1 unit at ELAC for the current term. Priority is given to students enrolled for Fall 2020 full-time (12 units or more) with at least six (6) of those units being taken at ELAC.
  • Be able to provide supporting documentation of need upon request, such as pink slip, unpaid utility bills, eviction notice, etc.
  • Not have received CARES Act funding from any other educational institution.
  • Submit a completed CARES Act Emergency Assistance Grant Application.

The 2nd type of award was for financial aid students who met the following criteria:

  • Enrolled in six or more units during Fall 2020/Spring 2021.
