HEERF II Funds Distribution

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020 to provide support for education to ensure learning continues for students during the COVID-19 pandemic. East Los Angeles College (ELAC) received $5,398,522 in direct aid for students. The campus also allocated a portion of its institutional HEERF funds to direct aid for students.

HEERF II Emergency Funds are intended to assist those experiencing financial hardship due to unforeseen/unexpected/urgent events related to the COVID-19 Pandemic. Since March 26, 2021, ELAC distributed $10,227,300 to 14,016 students during the spring 2021 semester and summer 2021 term via block grants and an application process based on the set criteria below:

Application Eligibility Criteria:

  • Be actively enrolled at ELAC during the application term and at the time of disbursement.
  • Have designated ELAC as their home school.
  • Have not received HEERF II funding from any other institutions.
  • Indicated on their application that they experienced a COVID-10 related hardship.

Block Grant Eligibility and Priority Consideration Criteria:

  1. Students who have not received prior HEERF II funding.
  2. Student who are Pell Grant or California College Promise Grant (CCPG) eligible.
  3. Students who self-identify as homeless or foster youth.
  4. Students who demonstrate an exceptional financial need due to COVID-19.

HEERF III Funds Distribution

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing support to institutions of higher education to serve students and ensure learning continues during the COVID-19 Pandemic. East Los Angeles College (ELAC) received $24,613,997 in direct aid for students.

2021-3rd Quarter Distribution: Through September 30, 2021, ELAC distributed $8,502,550 to 10,003 students through the block grant process during Fall 2021 term.

2021- 4th Quarter Distribution: Through December 31, 2021, ELAC distributed $5,872,060 to 7,668 students in additional to the funds that distributed during the first quarter.

Block Grant Eligibility and Priority Consideration Criteria:

Priority #1:

  • Be actively enrolled at ELAC during the application term and at the time of disbursement.
  • Have designated ELAC as their home school.
  • Meet the California College Promise Grant eligibility.
  • Demonstrate financial need.

Priority #2:

  • Federal and State Aid recipients not included in priority #1

Priority #3:

  • Non-aid recipients not included in priority #1 or priority #2

Priority #4:

  • Noncredit students not included in priority #1, or priority #2, or priority #3.

2022 - 1st Quarter Distribution: Through March 31, 2022, ELAC distributed $8,801,650 to 11,517 students in additional to the funds that distributed during the first and second quarters.

District worked with an outside agency Edquity to develop an application process for students to apply for additional assistance. There were 1,017 students received $645,000 through this Edquity application process which had been included in the 3rd quarter distribution above. Edquity sent invitation to students LACCD email address to apply.

2022 - 2nd Quarter Distribution: April through June 30, 2022, ELAC distributed $745,170 to 876 students.

2022 – 3rd Quarter Distribution: July through September 30, 2022, ELAC distributed $25,550 to 34 students.

2022 – 4rd Quarter Distribution: September through December 31, 2022, ELAC distributed $2,516,356 to 9,004 students.  Total HEERF disbursed students to date was $35,374,724 with a remaining balance of $36,317 to be disburse during Spring 2023.

 

2023- 1st Quarter Distribution: January through March 31, 2023, there was no new funds distributed to students.

2023- 2nd Quarter Distribution: April through June 30, 2023, ELAC distributed $142,255 to students. Student portion of HEERF funds had been exhausted. Remaining HEERF balance is at zero as of June 30, 2023.

2023- 3rd Quarter Distribution: July 1 through September 30, 2023, there was no new funds distributed to students.
