Frank Alvarez is President and
CEO of the Hispanic Scholarship Fund, the
nation’s oldest and largest Latino higher
education organization. Mr. Alvarez was elected
to the post by the HSF Board of Directors in
mid-October. He assumed the responsibilities of
the president’s office on Nov. 1, 2007.
Alvarez has more than 30 years of executive
leadership experience, most recently as
President & CEO of the TMC Healthcare, the
largest healthcare provider in Southern Arizona
with a staff of more than 3,500.
A third-generation Mexican American and native
of Los Angeles, Alvarez served on the HSF board
for more than 15 years prior to his selection as
President. He chaired the HSF board twice and
holds the distinction of being the group’s first
non-founding Chairman.
Born to blue collar, working
parents, he struggled through high school and
then dropped out of community college. He
volunteered for the Army during Viet Nam because
he had few options. Upon being Honorably
Discharged at 21, he began anew his academic
studies and enrolled at East Los Angeles
Community College, where he earned an AA degree
with honors.
Alvarez went on to receive a
Bachelor of Arts in Business Administration from
Loyola Marymount University and earned his
Masters in Public Health from the University of
California, Berkeley. He has been the recipient
of several honors, including “Person of the
Year” by the Arizona Supreme Court LEARN Program
(2000), the MALDEF Corporate Citzens Award
(1993), the United Way/National Concillos
Distinguished Leadership Award (1992), San
Francisco Citizen of the Day (1995) and a
Reconocimiento (Certificate of Appreciation)
from the Secretary of Health from the State of
Sonora, Mexico (2006).
He is the former Chairman of the
Arizona State Board of Education and serves on
the Lumina Foundation for Education board and on
the board of Western Governors University.

1975 as a 501(c) (3) not-for-profit
organization. HSF's vision is to strengthen
America by advancing college education among
Hispanic Americans. In support of its mission to
double the rate of Hispanics earning college
degrees by 2010, HSF provides the Latino
community more college scholarships and
educational outreach programs of support than
any other organization in the country. In its
32-year history, HSF has awarded over 82,000
scholarships worth more than $221 million to
Latinos attending nearly 2,000 colleges and
universities in all 50 states, Puerto Rico, Guam
and the U.S. Virgin Islands.
